Steve Rose was appointed as Nevada County's Human Resources Director in November of 2018 and has been serving as the CPAAC president since 2023. He brings over 25 years of experience in human resources in the United States Air Force, Department of Homeland Security, and the Department of Energy. Prior to his appointment in Nevada County he served as the Support Division Director at Beale Air Force Base. Steve was a senior Federal Executive with 8 years in federal service. The Division provided comprehensive supply, transportation, communication services, aircraft maintenance, military personnel administration, transportation support and administrative services to 7,000 active, reserve, and civilian members of Team Beale. Additionally, Steve is a retired Air Force Officer who has had multiple Combat and Command tours during his military career.
Since Steve’s appointment as the Human Resources Director he has brought several Veterans’ Employment and Internship programs to the County. In 2019 he was instrumental in securing preferred employer status with two Department of Defense programs: Army PaYS and SkillBridge. Additionally, he has partnered with the Department of Veterans Affairs to offer both the college work-study and vocational rehabilitation internship programs in the County. Steve has also partnered with both CalWORKs, Department of Rehabilitation and the California Employment Development Department agency to offer veterans jobs and internships in the County. These strategic partnerships have resulted in over 120 internship opportunities resulting in 44,000 hours “interned,” over $1.2M in internship funding, and an impressive 67% post internship hire rate. Steve’s desire to create sustainable and meaningful Veterans programs led him to create a one-of-a-kind Military Appreciation program in Nevada County. The hallmark of the program is a Board of Supervisors resolution declaring Military Appreciation Week in the County each year during the week of Veterans Day. Additionally, the program, identified by its distinctive logo, offers Veterans and Gold Star Families discounts from a variety of County businesses. The cumulation of his work has distinguished the County of Nevada as a model for other California counties to follow. Steve has also embarked on an aggressive transformation of HR operations County wide. The program called HR2020 has resulted in revamping the benefits program, saving over $350k annually, implemented the Counties first Fiduciary Committee and modernized all of the HR functions. His notable work has distinguished him among HR Directors in the State, one result of which was his election to the Board of the County Personnel Administrators Association of California in 2021 for a three-year term. He serves as the Chair of the Nevada County Superintendent of Schools CTE program. He is on the HR.com Advisory Board, ICMA veterans Advisory Committee, the Army Northern California Community relations Board and the Co-Chair of the Grass Valley Armed Forces Day. He and his team have been recognized by winning 8 major State, National and International awards and spoke at 4 major conferences last year.
Steve has a bachelor’s degree from the University of Nebraska in Public Administration and two master’s Degrees, in Economics and Human Relations, from the University of Oklahoma. In addition, he has extensive training in human resources through the United States Air Force and has received over 20 major awards and decorations throughout his career. Steve is a certified Green Belt in Lean Six Sigma practitioner and has a proven track record of process improvement throughout his career. Mr. Rose’s HR experience includes staffing, classification, employee benefits, pay administration, performance management, wellness programs, Equal Employment Opportunity, labor relations, employee training programs, and organizational development.
